Two parties can be at fault (in different ways, and usually only one legally).

From time to time I get a call from someone claiming to be from Dell Computer, saying there's an issue with our computer and offering to fix it.

If I ever go through with the charade and allow him access to my computer in order to "fix" it . . . YES I am at fault for being a dunderhead. He's at fault for being a con man.

When President Obama pardoned his former business partner, he was impeached the next day. Why should Trump be any different?

 

Of course they're at fault. Never have I claimed otherwise. I simply said the BEST way to keep them out of our system is not to make the dunderhead mistakes that let them in.
