    The normal process would be to refer the person who ignored the subpoena to the DoJ. Considering that the AG is ignoring subpoenas and favors the executive over Congress in such matters, the alternative is to take it to court. Two major problems with that - the Judiciary is reluctant to get caught in the middle, and if it goes to court nothing will be decided until this Congressional term is over.

    It's not like Congress can send the Sergeant-at-arms to drag the offenders back to a cell under the Capital... although at this point, were I a Congressman, I'd be writing a bill to apportion funds to build one of those.

    You have literally many thousands of lawyers watching Trump's crimes being committed in real time, every day.
    They remark how stunned they are at the audacity of these acts.
    And not a damn one does anything meaningful about it.

    In my first newspaper job, I had to cover the Village of Podunk board (among everything else). Early on, one of the board members used to miss a bunch of meetings because he was also the county coroner and owned and operated a funeral home besides.

    He and the mayor didn’t get along, and after the board member missed another meeting, the mayor announced that if the guy missed another meeting, the law permitted the police to go get him (or any absent board member) and drag them to the meeting.

    Needless to say, this was a fun story to write. I called the guy seeking comment, and first the guy threatened me with bodily harm. I called my publisher, who told me he would take care of it. 15 minutes later, the guy called back and said he had just been joking (yes, he was a Republican). Publisher told me it was a helluva story and that he had my back.

    The board member never missed a meeting again.
