    It wasn't a bad bill really at all if crime prevention was the goal. Murder rates plummeted sharply afterward.

    Rates are creeping back up, though, in a lot of places where the police have pulled back policing efforts starting in 2015 and 2016. Missouri was 6.6 per 100,000 people in 2014. Ferguson happens on Aug. 9, 2014.

    In 2017, it was 9.8 in Missouri.
