    Why would he say this? If he can not charge the President than why in the world would he say that? It would be unfair to Trump to say this and it would be stupid.

    No.

    He said:
    1. Because this was a DOJ investigation, he was bound by a DOJ Opinion that a sitting president cannot be indicted
    2. He was not going to accuse someone of a crime who would not be able to address those accusations in court
    3. If there was proof there was no criminal activity, he would have done so.
