That's true. Doing nothing is also a choice. If they do something, someone has to come up with viable plans and catch a lot of flak from the other side. Everyone who votes in favor of whatever plan is then on record and catches hell from those in his party who disagree. It is far easier politically to kick the can again - while the issue festers still further. Ignore a wound long enough and it becomes a matter of the choice between major surgery and losing a limb.

This *could* be Iran, or rogue/militant members of one of their Revolutionary Committees. It could also be an enemy of Iran, like Saudi Arabia or the UAE. It could be Israel. It could be a U.S. Wag the Dog diversion.

Pompeo and Bolton are going to loudly blame Iran, but if you have access to intelligence on the type of limpet mines Iran has access to, buying some and having a diver attach them to a tanker is not that difficult. It could be anyone.
