Depends on what they mean by "fractured shoulder". If it's a shoulder blade, that's pretty rare and would generally require some trauma. Hard (but not impossible) to fall and break it. If the break is at the top of the humerus (upper arm) just below the ball at the shoulder, that's so common that the bone just below the ball is referred to as the "surgical neck of the humerus".

I grew up hunting. I'm familiar and comfortable with guns being around. That said, the only reason that anyone needs these is to kill a lot of people quickly. The only good thing about them is that they are subject to jam. That's what happened to the movie theater shooter in Colorado, his AR jammed and he had to go over to pistols.
