    Yes, BUT BUT BUT it gave ammunition to those who wanted to believe Putin was engaging in false flattery, ostensibly to get something from him.

    It might have been the max they could do. He is an elected official. People can knock political parties, but they do serve as a check on candidates who carry their banner - if you are bad for the brand they can pretty much run you out of town. County officials are weird deals though (see Sheriff Joe) it isn't like any of them have a "boss" or party leadership they must answer to like in a legislature.
