Like that matters. It's been clear for decades that the Congress of the United States, Republicans and Democrats alike, want nothing to do with their constitutional duties towards war and peace. They're more than happy to let any President, Republican or Democrat, do as they damn please and take all subsequent heat for those decisions. The Congress is content to wave through defense budgets, wear flag lapel pins, and shoot off their mouths on TV.
