    It is on the Democrats. The state party and local volunteers run the caucus (same for Republicans). It's an internal matter outside the state election setup. The state party decided to saddle the unfortunate volunteers with untested software, which is criminal malpractice.

    The new rules with the three sets of results are as much to blame as the software. That was instituted by the national committee to mollify Sanders supporters, who should have been told to pound sand. The move to software was in anticipation of something that actually happened when local caucuses moved to Plan B, that the need for longer phone calls to list longer results would jam the state party phone bank. As in any disaster, it's not one thing, it's a chain of events.
    PS: Here's the real aftermath of this event. Sensing an opportunity, Bloomberg is DOUBLING his TV ad buys, which are already at saturation level here in Boston. This will either win him the nomination, earn him the undying hatred of his countrymen who're sick of seeing them, or both.
