So what’s the worst way to handle this situation?

Ignore it.
Say it’s a hoax.
Say it will be over in a day or two.
Tell people we are prepared when we are not.
Do something big that really won’t help us.
Finally start moving some money to the problem.

These type folks simply do not possess the thinking ability to see beyond the end of their nose. I live in a town full of them. Whether that makes them bad people, well, that's a different topic. It's just what it is. If you suggest something progressive or forward thinking - you know, something you do today that pays off down the road - you might as well try to explain celestial navigation to a cat. If it doesn't personally affect them right here, right now, it doesn't exist.
