    When asked about why teams that lost in the qualifying round were allowed in the lottery Bettman said that in a normal year, they would have been in the lottery. But that's not true. Some of the team's would have been in the playoffs in a traditional year. They lost to teams that would not have been and are now potentially rewarded.
