    Putting on my editor's hat: I'd add 'says he has' to any sentence that reads President Trump has recovered from COVID-19.
    Or have it read: Trump's doctors say he has recovered from COVID.
    Both are factual. He says, they say. Beyond that ... well, historians and future journalists will have a field day deciphering 2020.
