    I think that's possibly true. When a metric becomes a target, it loses its value as a metric. People change their behavior to try to game it.

    As someone who used to live in a rural California county, I had to wait until 3 or 4 am for election results that weren't early absentee. Some of these cities take a while to drive to the county seat. It sucks and especially this year
