Based on the length of the name and the reference to the person being handed over to BOP custody, I'm guessing Rick Gates. The name fits in the spot and Gates' inmate status locale is listed as a halfway house in Baltimore. That's probably a procedural thing. I don't think he's actually in the joint. But he apparently was in custody at some point.
