Roosevelt was faced with years of the Great Depression, the rise of Hitler, war in Europe, America isolationists and a military that had been underfunded for decades, and a surprise attack by Japan. The war in Europe ended in May, 1945. I'm not minimizing Truman, but that's not in the same league.

I agree he's responsible, but the failure to move him from the White House, which has an underground bunker in the event of a nuclear attack, isn't evidence of his involvement. I suspect there are many other things that might come out over time to prove that involvement, however.
