    To be clear, California is not reopening. California remains under a tier system which categorizes counties by spread, and almost all of the state's population still lives under the most restrictive tier. In this tier, there is no (legal) indoor activity at restaurants, bars, movie theaters, places of worship, etc. Retail is allowed indoors at 25% capacity. Large gatherings like sporting events or concerts are still out.

    Last month, Newsom issued a new "stay at home" order that superseded that one with even further restrictions, basically removing the outdoor option for all those places and telling people "we really really really want you to stay at home please." This order was in response to projections that with the holiday surge, California hospitals were in danger of being overwhelmed.

    California hospital usage appears to be on the downswing, having peaked about two weeks ago and really starting to decline quickly in the last few days, and cases are dropping which would indicate even more drops in hospital usage in the future. So the reason for the additional stay at home order on top of the tier system was removed.

    Newsom's getting blasted from both sides for this, but it's not all that weird to me.

    He's repealing the order from last month that said that due to the threat of hospital overrun, additional restrictions were being imposed on top of the restrictions we already had.
