After a couple hundred years of law making, absent a revolutionary change in taxes or war, There are very few meaty bills left. Most of the heavy lifting Congress has delegated to the executive in rule making.
Making a public case for a sea change in policy is more important than crafting the Coastal Tide SeaShell Collection Act. AOC does that. So do the right wing nut jobs.
