I posted this elsewhere, but someone wanting to stir some crap up should start floating Tom Brady's name as the '24 nominee. He's a winner, he's untainted and he'd probably flip five states in the NE and Michigan.

Why will democracy cease to continue if the act is not passed?

As for Article IV of the Constitution, you have to read the rest of the clause:
"... without the consent of the legislatures of the states concerned as well as of the congress."

    DC could be a state.

Because one side of the political spectrum will continue to do everything it can to restrict voting rights - especially in areas where people of color live in great numbers.

That is not true. The original boundaries of the District of Columbia include Alexandria, Virginia, Georgetown and Washington, County, Maryland. Total population of these entities was about 11,000 in the 1800 census. Georgetown and Alexandria in particular were long established communities. So Congress knew there were people living there. I suspect that in the compromise that created Washington, D.C. Northern interests did not want another Southern admitted that would have tipped the balance of power.

The act has not passed yet and it appears the Democrats did quite well in the most recent election.

Mind you, I’m not opposed to the act passing and the Shelby County protocol being back in play. The strength of Abrams’ rhetoric seems like a tell tho. It’s not merely good - it’s essential. American democracy may die without it. Unless DC is a state, too. And the filibuster is “overhauled” - which seems like a carefully chosen euphemism.

If we allow one side to make it damn near impossible for certain folks in certain areas to vote, then we are allowing democracy to be killed.

“I agree with your end goal but will criticize any tactic you propose to achieve it,” seems like an unfulfilling way to live life, but you do you.

Guessing, but: When West Virginia became a state in 1863, Virginia was part of the CSA. Therefore, it was not carved out of a state.
