No. They have to pay a surcharge because they were able to get electricity delivered when the system was not functioning correctly. In essence, they are being punished because their supplier had electricity.

 

In essence they are paying what the supplier can get in an unregulated energy market. The consumer has a month to month agreement and not a longer term contract that limits the prices that can be charged. It will not matter that this energy crisis occurred in Texas. There will not be a change in the structure of utilities in Texas because the people that are freezing and starving do not have the political strength to force a change.
