It's a timing thing. Biden's prime time address on the one-year anniversary of the covid national emergency is tomorrow night. Better to end that speech with hope for the future and then sign the bill the next day. As a practical matter, the deadline was the 14th which is when the extra unemployment benefits had to be extended.

OK, using the passage of the bill as the "stinger" to the COVID speech makes sense.

Hell, I'd roll the bill signing right in with the end of the speech.
"I know it's unusual to sign a bill at 9 pm on national teevee, but we want to get this thing signed and get those stimulus payments going out one day earlier if we could."

Of course with the Trumpfuck party in control, they would have made sure the bill did NOT pass until the expiration of unemployment benefits (or for that matter, at all).

Trump would have turned it into a circus, much like his last SOTU address, or whatever one he gave Limbaugh the medal at.

And that's why Biden ISN'T doing that. Plus, flashy and glitzy isn't his style. Rolls up his sleeves and gets the job done.

Well presumably when Biden signs bills, he uses a pen like an actual grownup, instead of a Sharpie, and his signature will actually look like an adult signature and not deranged baboon scratching, and he won't hold the folder up for the teevee cameras as if we're supposed to be proud baby dum-dum actually scrawled out his name on paper.

CEOs of Johnson & Johnson & Merck praising Biden for actual leadership. What else would you expect from pinko, commie-loving, socialist CEOs of liberal leftist companies.
