Many Congressional Black Caucus members are down with this arrangement too because it gives them a secure base of operations. And for a long time they had a very valid point believing they couldn’t rely on white Democrats to give them a fair shake at the polls. But racially conservative vs racially progressive whites have almost thoroughly sorted themselves into the Republican and Democratic parties respectively, so a rethink is likely in order.
