I have no idea how any of that would work. There are a number of articles touching on it since that came out, though. As to DeSantis, I suspect that it would depend on how the Florida Constitution and extradition law is written. Not that he'd hesitate to stomp all over it, but there might be sufficient legal constraints to make that difficult for him.
