Manchin and Murkowski are pushing a bipartisan update of the Voting Rights Act. The thing is that if you look at the bill closely, it is set up to pass "under regular order", that is, it will take 60 votes to get through, and we all know that the most likely outcome with that is a prolonged push to pass it followed by there not being enough votes.. Speculation is that they're playing a longer game than that.
