Clarke had an odd-couple voter base. Conservatives in the Milwaukee County suburbs voted for him because of his politics while black voters in the city voted for him because of his race. If Democrats in the county had wised up and run a black candidate in the primaries against Clarke, he probably would have lost, but the only primary challengers he ever faced were white.

Socialism was fine in Milwaukee as long as the beneficiaries were white. The mood changed when populations of color began to grow after WWII.
