Nobody gets to be CJCS without being an even better politician than military leader. In the unlikely event he was court-martialed, Milley could make a strong defense that he never undercut the chain of command, he merely ordered that he be informed if the balloon was going to go up, which is within his purview. Likewise, his call to his Chinese counterpart, while highly unorthodox, violates no chain of command, as Milley was merely expressing the boilerplate crapola about the ship of state sailing to calmer waters that was all the media rage int the days after 1/6. Woodward builds a book like a prosecutor builds a complex case. I'm sure the source for the "he's nuts" anecdote was Pelosi. Armed with this Woodward approached Milley (who knows, as everyone in DC knows, that the way to be a villain in a Woodward book is not to talk to Woodward), who then decided to get some juicy details on the record, details that'd make a Democratic President and Congress way less likely to go after him for going outside protocol if not exactly the chain of command.

 

Ok, clarification: Milley did nothing to undercut the chain of command, but if that report is true he was sure willing to do it.

That is a logical inference that Woodward wants readers to make, but which Milley's hypothetical counsel could object to because inferences are not evidence.
