While an open seat DOES make a seat more likely to flip - that a lot of these retirements came about AFTER districts were finalized says more about the decision. Some Ds districts were squeezed by R state legislatures prompting their "decision" and some were made more safe by friendly D state legislatures. The Dems have been long overdue for a wave of retirements - it's probably pretty smart to have safe seats be open during a midterm and then perhaps win some swing districts back in two years.

 

The likelihood of the House flipping is more of a factor on the D side. But a lot of R MOCs are just as fed up feeding the orange monster.
