A quick Google (because I couldn't think of the last one for anything) but I think all four have been mentioned

 

I did a little Google mapping and I believe you're correct; I know which capital you're referring to. Also, there is one that could be interpreted by some as being off the I-system, but I don't think that's the case.

 

The fourth one is Annapolis. The closest interstate (I-97) ends at US Highway 50 outside the city limits.

I suppose it does "service" Annapolis. But it does not enter the city limits.

 

I think Mr. Creosote was also correct that Juneau, AK, does not have Interstate highway access. In fact, there is no Interstate highway in Alaska (unlike Hawaii). So that would make five state capitals without an Interstate.
