I am not a body language expert, but every single still or video clip of Josh Hawley makes him look like a marionette operated by someone on Lesson Two of their "How to Run a Puppet Show" YouTube course. He's just awkward is all.

 

Joe Garagiola once said the same about Don Zimmer. At least Zimmer could be likeable.
