Article I, Section 8, Clause 1:
The Congress shall have Power to lay and collect Taxes, Duties, Imposts and Excises, to pay the Debts and provide for the common Defence and general Welfare of the United States.
16th Amendment:
The Congress shall have power to lay and collect taxes on incomes, from whatever source derived.

 

C'mon, the Constitution's rules on taxing don't apply to the very rich. It's in the 28th amendment, the unwritten one that says the laws don't apply to them and they don't have to pay because they are the chosen people.
