Inflicting damage, killing civilians and displacing millions is not the same as achieving military objectives. They are doing well(ish) in the East where they are banking on separatist support. But they’ve abandoned taking the capital. And not just abandoned, they were objectively defeated in the effort. They couldn’t consolidate any gains in the West and were forced to refocus toward the East. The losses they’ve sustained are on something they can keep doing.

Russia is succeeding as a terrorist group but failing as a modern military.
