When the armchair doctors did it in regards to HRC and when they do it now with Joe Biden, it's political partisanship. With Putin, it's wishcasting. Whatever the reason, these conclusions are baseless.

Looks like another one of those pesky random fires has broken out at an oil depot in Bryansk, Russia.

Cluster munitions are a war crime. *

They are banned internationally because they maim or kill indiscriminately, but human rights groups say the Russian military has been dropping them over Ukraine. Back in March, Human Rights Watch documented the use of cluster munitions in Kharkiv, just south of Bilashi. In a statement, Steve Goose, the arms director at Human Rights Watch, said that using cluster bombs in a populated area showed "callous disregard for people's lives."

We manufacture and sell them, too. And haven't yet signed the 2008 treaty banning them.

Try going somewhere wearing scrubs. I've been asked my medical opinion on more stuff than you can imagine. "You see this rash? What kind of ointment would be best?". Yeesh.

    People are funny.

We never signed the treaty banning land mines either. Cluster bombs are extremely effective munitions against concentrations of troops or vehicles, and mine fields are a cheap and effective area denial weapon. Used in that way they are legit weapons of war, and if WW3 came they'd be used whether signatory to treaty or not.

OTOH, lots of cluster bomb submunitions are picked up by children who think they are a ball to play with. They remain deadly long after a battle. Both of these are horrendous to use on civilian targets, and both will maim and kill people who are unaware of them for years if there is not a deliberate effort to remove them.
