That's not one of the clauses. That's just part of the social contract that the government of endeavoring to accomplish certain things with the constitution.
And this enumerated powers argument is bullshirt because if that was the standard for anything, the government couldn't do anything. There's a clause called the necessary and proper clause that allows congress to make laws that don't follow the exact letter of the enumerated powers. Obamacare isn't an enumerated power but it falls under the power to tax. Banning abortion is the same way. They have the power of the purse and can say no hospital can get funding off they provide abortions. Or the power to regulate interstate commerce will allow congress to pass a law that will affect businesses and hospitals because people will cross state lines of their state bans abortion.
So please, use a real argument and not idiotic bumper sticker slogans.
