    The reason an elected representative becoming a lobbyist is unseemly is that the elected representative leaves office with a rolodex of people who can deliver influence and favors, and an understanding of how the graft works. The person is trading on influence at the expense of the citizens he or she had been representing as a public servant.

    A journalist who goes to a government agency is maybe bringing knowledge of how to manipulate favorable news coverage. But it's not nearly the same thing.

    Also, there is a waiting period for a former member of U.S. Congress and most state legislatures before someone can register as a lobbyist.

    Yeah, but the revolving door laws are silly. People hire ex-legislators and call them anything except a lobbyist. It doesn't change what they are there to do.
