    One factor to me - Usually, voters are more likely to turn out for competitive races, where their votes "make a difference." Especially for the metro areas - Houston and Austin, probably Dallas and San Antonio too - the districts are sliced to make as many non-competitive races as possible. Here is Dan Crenshaw's district, for example.

    No clue. I think Elizabeth Warren was behind it. And Chuck Grassley may have co-sponsored it, presumably because he wanted to save on his own hearing aid.
