Not only do they not have an NCO corps, they have basically no preventive maintenance program for their equipment at all. The U.S. Army has a Dash-10 (maintenance manual) for everything from MLRS launchers, to deuce-and-a-halfs, to the griddle that fries your breakfast. They also require a 2404 form to be completed regularly for these pieces of equipment.

The U.S. and Soviets/Russians might have been at conventional military parity at some point, but it's self-evident now it's not even close. If Putin pops a nuke, we'll jump in and wipe our asses with the bear. And Putin knows it.

I think this is one of the things that is really being exposed by this war — the importance of the little things like training, maintenance, logistics and supply.
I'm not sure any military would be in top form after eight months of steady combat, but a large part of why Russia is eight months deep into this campaign with nothing to show for it except stacks of bodies and burned out tanks is because they seem to have ignored the little things along the way. Poorly trained troops, operating ill-maintained equipment, backed by a shoddy supply chain.
They also don't seem to have learned, or at least appreciated, a lot of the lessons of combat medicine that we realized in Vietnam, which leads to a lot more dead soldiers.

They also have to ridiculously overengineer their aircraft due to lack of parts and people. And they don’t do basic things like clear their runways of debris.
