I'm not attributing anything to anything. I'm asking: What does "early on" mean?

Early on in the current version of Russia invading Ukraine, and the U.S. rallying support to oppose them. The Germans were highly dependent on Russian energy sources and this made them reluctant to engage in any measure that might anger Putin lest he shut off the tap. Taking out the pipeline took that weapon out of Putin's hand.

February 7, three weeks before the invasion, per the Hersh.

What came next was stunning. On February 7, less than three weeks before the seemingly inevitable Russian invasion of Ukraine, Biden met in his White House office with German Chancellor Olaf Scholz, who, after some wobbling, was now firmly on the American team. At the press briefing that followed, Biden defiantly said, “If Russia invades . . . there will be no longer a Nord Stream 2. We will bring an end to it.”

Twenty days earlier, Undersecretary Nuland had delivered essentially the same message at a State Department briefing, with little press coverage. “I want to be very clear to you today,” she said in response to a question. “If Russia invades Ukraine, one way or another Nord Stream 2 will not move forward.”

Putin downplays troop buildup, dodges question on Ukraine NATO entry

On June 11, the Department of Defense announced an additional $150 million in military assistance for Ukraine, including counter-artillery radars, counter-unmanned aerial systems, secure communications gear, electronic warfare, and military medical evacuation equipment. The U.S. has given Ukraine more than $2.5 billion in security assistance since 2014.

“It was a beautiful cover story,” he went on. “Behind it was a covert operation that placed experts in the field and equipment that operated on a covert signal.

“The only flaw was the decision to do it.”

With due respect to a once-legendary reporter, he's had some out there stories in the past decade and on this one...his source sounds like Sutherland's Mr. X character from JFK, and possibly as believable.

Just saw this, and my first thought was, "and unfactchecked."

I heard there was a satellite that could make it happen, but that was back in the 90s. Things went sideways when its designer seized control of it and threatened Washington while riding on a luxury train through the Mountain West. Thankfully, there was a Navy SEAL who happened to be vacationing on the train and managed to thwart the plan.
They made a movie about it.
