Have they explained why Rhodey refuses to put on his War Machine suit?

"Hey the President is out there under attack. Any chance you could suit up?"
"Meh. Fury said this is personal and he doesn't want help."

Maybe Rhodey-Skrull can’t do the armor.

I mean sure .... but aren't the non-Skrulls like, "Man - sure would be nice if he lent a hand ..."

Does he have the same kind of nanotech, push-button armor that Tony had? They never really showed Rhodey suiting up like they did Tony, so it was never clear whether he was using an older version of the armor that had to be put on. If that was the case, maybe that explains it.

Just to play along here… isn’t Rhodey part metal now? I don’t think Skrulls can do metal, right?

And I’m watching Jack Ryan right now, and you guys are giving this shit?

That's the real problem here, the lame excuses for not calling in the Avengers. Otherwise, it's worth watching, but kinda meh.

Playing devil's advocate, if Fury knows Rhodey is a Skrull then maybe he thinks the rest of the Avengers could be similarly compromised. A man who has learned not to trust anyone, not trusting anyone in a situation where he can't afford to trust anyone else. He might also realize that it's his mess and he's trying to clean it up.

Also, I haven't kept up with some of the Phase 5 movies, but is there an Avengers at this point in the MCU?
At least two-thirds of the original crew is either dead or very clearly retired. A couple more are off-planet or in another dimension. Some of the next-generation replacements aren't officially Avengers yet. Even Rhodey seems like he'd be in a state of semi-retirement as an Avenger if he was willing to help (which he obviously isn't).
Probably the only ones Fury could even think about calling on for help are Hulk and Sam Wilson, and it seems like Fury has burned more than a few bridges since the blip so who knows how they'd respond? The Avengers HQ was nuked by Thanos. The Avengers are, at the very least, in a massive state of disarray. So maybe he didn't call in the Avengers because there currently are no Avengers.
Of course, it would be nice if they'd dropped a line or a scene to point that out.

I feel like if you told Sam Wilson, "Hey these guys are trying to destroy all human life," he'd probably show up with Bucky in tow.

Wouldn't you, this point, at least have:

    New Cap
    New Black Panther
    Bucky
    Hulk
    Antman and Wasp
    Spiderman
    Dr. Strange
