I’ll ask again: Do we have a moral responsibility? Should it be a legal one? In perpetuity? Regardless of the number of migrants?

Does Canada have this human responsibility to welcome any Americans who want to live there? Does Spain?

 

Are you talking migrants in general or refugees? Because those are separate topics that are often conflated.

 

There are international treaties on the rights of asylum seekers, and Canada and Spain are signatories. As for migrants in general, I don't know, but Canada has seen an increase in immigration, a significant one, without all that much fuss and bother.
