The transfers at the airport and at the hotel into the shuttle buses are usually done in enclosed loading areas. The Bucs will probably not be exposed to open air from the time they leave Tampa until they arrive back home. They could make the whole trip in shorts and sandals if they wanted to.

If it is 15-20 degress, but dry and not too windy, which as I understand it is the forecast for Buffalo on Sunday, a pretty normal football game can be played.
