    They can block treatment of desperately ill customers to save money, but can't figure out how to deal with doctors gaming the ICD-9 billing codes.


    How everything became surgery
    Removing a wee splinter? Treating a wart? If a doctor does it, it can be billed as surgery.

    I can find an ancedote from anywhere to make any argument. Then it becomes a matter of frequency.

    The general practitioner I worked for did all sorts of minor surgeries, and most were strictly legit and appropriately coded and billed. This was well before things got as bad as in the article above. That said, there was no surgery he liked as much as getting a patient with an external hemorrhoid. It took him maybe ten minutes to excise one, and it paid $400.
