    Each majority caucus in every Congress has been able to do away with the filibuster. The whole "it's not in the Constitution" argument is intellectual dishonesty.

    If it was intended that a minority could obstruct legislation forever, it would have been written into the Constitution that no legislation could be passed without a 3/5 margin (or 2/3 or 3/4 or 9/10 or whatever other margin they wanted to set).

    It's not. Both houses in fact approve legislation by simple majority vote. The procedural rules, i.e. filibuster, impede the legislation from coming to those votes.

    It wasn't anticipated by the Framers that a minority party would adopt an utter obstructionist philosophy.

    Just curious ... when is the last time one country sent piles and piles and piles (or, in this case, pallets) of cash to another country, rather than a simple wire transfer?
