Yes, Richmond falls but at that point, the CSA still has enough on the ball to re-establish their capital farther south. Back to Montgomery, say. Without having to devote a large part of their resources defending a city 90 miles or so from Washington, they then can take advantage of their interior lines of defense.

And of course, when the end finally comes, there's no Lee to counsel against guerilla warfare and the bloodshed goes on for decades.
