    Gingrich knew he didn't have the votes. He did it because Clinton was in his second term and because Gingrich knew impeachment, if achieved, was certain to appear in the first sentence of Clinton's obit one day.

    I think that was also a case of the GOP having no choice but to go forward. The base opposed Clinton from the jump and spent millions of dollars and thousands of hours on the radio talking about Clinton - it was a case of GOP members of Congress needing to vote to impeach or risk losing a primary to someone who would. There have been more than a few cullings of the GOP members of Congress who wouldn't "get with the program" since then.
