The biggest reason it feels like a "fill in the blank" is that the majority of its most substantive revelations had already been reported by the media during the course of the investigation. If you'd spent two years hearing nothing about Mueller or the details/scope of his investigation -- rather than 24/7 speculation and analysis and prediction of the latest revelations by the Times or WaPo or BuzzFeed -- and then read this report, I don't think you'd consider it as underwhelming. That's not Mueller's fault. And it's definitely not evidence that the whole thing was a waste of time.
