I enjoy Taibbi, but his "argument" here is almost entirely semantic.

That the original complaint was filed to conform very specifically with the Intelligence Community Whistleblower Protection Act of 1999/2010 on its way to the Inspector General is where the designation comes from in this case.

That Taibbi doesn't feel like this event rises to his preferred level of 'whistleblowing' is his right, certainly, but is also immaterial.

I remember when Republicans repeated that phrase over and over again.

I rarely criticize the media as a monolith, But it always bothered me that the media just continually quoted that phrase over and over again without asking the GOPers why they couldn’t make an original point.
