    Because the backup quarterback has duties during practice and the punter doesn't. So the kicker, long-snapper and holder can all get reps together to work on timing and build continuity, etc., while the rest of the team is doing offensive and defensive work.

    I agree with the sentiment. But I do wish the bill would have passed. The land RFK sits on needs to be redeveloped and RFK, with its central location, is a much better site than where the current stadium sits. In an ideal world D.C, would get the land back and then have Harris build his stadium at his expense.
