David VE might have been passable, but I still think having the VEs at the top hurts him more than it helps and yes, I know he was in Florida and in the Central States (Missouri) area outside of the Texas area.
As for MM's good discussion question: Best wrestler who's never been a world champ?
My list in no particular order:
Ted DiBiase, Greg Valentine (in his early NWA days, although he and Tito Santana had very good IC title matches), Bruiser Brody and Bam Bam Bigelow. I'd say Piper, too, but that would have been based more on his gimmick and draw rather than his wrestling ability (though he also had a great feud with Valentine).
And two guys who deserved better despite actually winning a world title:
Curt Hennig (he did win the AWA title, but it was a token thing to prevent him from jumping to the WWF as Mr. Perfect)
Rick Rude (solid ability, should have been given the WWF title instead of Warrior)
