    Back in the early history of the U.S., some states were divided into Electoral College districts.

    I was curious why Maine and Nebraska split their electoral votes between statewide and district-wide results (though not wholly -- in each state two votes go to the winner of the statewide vote). So, for Maine, I found this helpful story titled "Why Maine splits its electoral votes."

    The presidential election of 1968 in which there was a three-way contest among Republican Richard Nixon, Democrat Hubert Humphrey, and independent George Wallace brought to a head in Maine some of the national calls for reform of the electoral college system. Reformists claimed the three-way race (won by Nixon) made the winner-takes-all method unfair and distanced the outcome from what the people really indicated in the popular vote.

    Rep. S. Glenn Starbird Jr., D-Kingman, heard the cries and introduced a bill to the 104th Maine Legislature in January 1969 that would change Maine’s method of applying its electoral votes back to the congressional district method, which many political pundits considered to be closer to the ideal democracy of one person, one vote.

    It was a time of many changes in Maine and the nation, so there was not a lot of discussion about this bill, at least according to newspaper archives.

    I haven't seen the rationale for why Nebraska split its vote beginning with 1992, except that Republicans there are the ones, unlike other states, pushing for a winner-take-all vote. That's a result of Obama getting one electoral vote in 2008 from an Omaha-centered district. I presume that anger has died down since Obama didn't carry Omaha and its surroundings in 2012.

    Use a very soft pencil when doing your paperwork. They'll have to process everything by hand.
