The current dispute can be traced back to 2007, when Democrats took control of the Senate. Hoping to block Mr. Bush from making any more unilateral appointments, they did not formally recess before going home for Thanksgiving. Instead, they held pro forma sessions, meaning a member came into the nearly empty chamber every third day and banged the gavel. The idea was that the novel tactic would legally break up the long recess into a series of short ones believed to be too brief for recess appointments.

Senate Democrats repeated the move for the rest of the Bush presidency, and Mr. Bush did not challenge it.

Under Mr. Obama, Republicans turned the tables by using the power of the House to block the Senate from adjourning for more than three days. But last January, Mr. Obama decided to challenge the new tactic by declaring the pro forma sessions a sham and appointing the three labor board members, along with Mr. Cordray.

That's not to say those pro forma sessions still couldn't be declared a sham by the Supremes. Bush never challenged it, so there was no legal precedent.

What are the chances they actually do it, though? Of course, it is a sham, but that doesn't always mean it would be declared one by law.

Why I hate people, Chapter 1,876,239,192:

Facebook contact posted a photo of a Buffalo Wild Wings door that had a sign saying Guns were not allowed in the establishment. Started a discussion that was basically a bunch of dudes saying they'll go elsewhere "if my rights aren't respected." I asked why they need to bring guns there, and they said they need to protect themselves in case the place gets robbed.

I mean, obviously social media is to blame for this foolishness, but whatever . . .

I took the use of the word joust as an attempt to have some fun with the language, which is actually a good thing.

Also, monkeyhouse doesn't work. You'd be using a noun in the place of a verb.

Before somebody whines about me going off topic again, I will point out that Moddy's last post was the ninth in a row by somebody other than me that had nothing to do with politics.

"Monkeyhouse" works fine as a coinage here. Like "roughhouse," it's both a noun and a verb. Just as "joust" is both a noun and a verb.

And "monkeyhouse" - both noun and verb - is perfectly descriptive of the process on this thread in which certain posters fling their, um, apolitical non sequiturs at one another.

Come on. There's so much difference across these timeframes/circumstances as to make any numerical comparison meaningless. For example, given these new Senate schemes, President Obama hardly ever encountered a Senate in recess. By default his number would be lower.
