    I don't know if it's reacquiring as much as it is making sure they stay in the Russian sphere of influence. Fears of invasion and the obsession over having buffer states is one of the longest-standing tenets of Russian foreign policy, long predating the desire for a warm-water port (and even the country itself). The people in charge of country are old enough to remember when the US promised NATO wouldn't expand right up to Russia's borders after the fall of the Soviet Union and then did just that.
